So, I am thinking that I should try to sort of randomly, maybe use some trial and error to have my intial potential match the one in Figure 4. Does that make sense? Or am I not understanding the question properly?

I did the same thing. If you can roughly guess the configuration, the optimization code will take care of the rest.
