Add 2023.2 (Bobcat) bundles #89

Bundles to deploy OpenStack in the following configurations:

jammy-bobcat
jammy-bobcat-ovn
mantic-bobcat
mantic-bobcat-ovn

The charms channels used are:

2023.2/edge for OpenStack charms
reef/edge for Ceph charms
23.09/edge for OVN charms
