Fix FTBFS with golang-1.21 #54

for the tzdata Build-Depends, it's because tzdata Priority is important, and is not in ubuntu:mantic docker image.

This passes a local build, I've followed up with some Lintian warnings in #55 and sponsored it to the Ubuntu archive. Thanks.
