ubuntu-mate-themes: The handle is not displayed

Expected Behavior These themes found in the mate-themes package, are displaing the handle icon: Yaru-green, and Yaru-OK

It should be noted mate-themes version 3.22.23-1 is packaged for both Ubuntu MATE 22.04 and Ubuntu MATE at this writing and still:

• The "handle" is visible for all themes in Ubuntu MATE 23.04.
• The "handle" is not visible in any theme in Ubuntu MATE 22.04 for any theme

The handle is required to remove the "Notification Area" with the mouse cursor.

Steps to Reproduce the Problem [Disclaimer: Do not confuse the term separator with the handle. The separator is another element that can be added from "Add to Panel"]
