Steps to Reproduce the Problem

The handle is not visible for any theme in the ubutu-mate-themes package:

Expected Behavior These themes found in the mate-themes package, are displaing the handle icon: Yaru-green, and Yaru-OK
It should be noted mate-themes version 3.22.23-1 is packaged for both Ubuntu MATE 22.04 and Ubuntu MATE at this writing and still:
The handle is required to remove the "Notification Area" with the mouse cursor.
