Privacy Champion #197

There are a lot of links to an internal VU page on Privacy Champions. It would be great if we could add a topic on privacy champions, and replace all the links to this with a handbook link that is more informative than an intranet page not everyone can access.

I'm not sure we're allowed to make the names of the Privacy Champions public. I think this information is only accessible to VU employees on purpose. I think we can share general information about what Privacy Champions do, but not their names. And if we do that, we need to make sure to check the original page for updates regularly.
