Add opt-in Neuvector Security-as-Code Templates #156

Changes

Add chart containing Neuvector policies generated from a Gen3 platform in-use
- Add values configurations to modify per your environment needs
- Omitted Krum specifics
- Added ability to upgrade policy enforcement modes
Test manually.
- By default, this will not interfere with your platform functionality since we will start in Discover or Monitor mode rather than Protect

New Features

Default Security-as-Code templates that users may opt-in to install

Dependency updates

Neuvector and Neuvector CRDs (if the subchart is enabled)
