D1 users without an email address in PS end up with NoEmail@ucalgary.ca #16

If a person has an email address in Destiny One, but no email address in PeopleSoft, they will end up with "NoEmail@ucalgary.ca" in D2L because PeopleSoft is preferred.

Change the reduce function for processed_people to prefer D1 for email addresses when the PS email is NoEmail@ucalgary.ca.
