No warning when patient is assigned a task not available on the client

To reproduce:

Install CamCOPS v2..4.8 client
Create patient on the server and assign them the "CPFT Research Preferences" task
Register the patient on the client

The task is listed as ? (it can't be completed). The patient isn't told to upgrade their client. missing-task

If the patient then upgrades the client, they can complete the task as normal.
