Related to #366 where a user entered a zero height because they didn't want to weigh themselves in the BMI task on the client.
To ensure better data quality, it would be better for a patient to be able to opt out of completing a task altogether on the client and have this recorded on the server. That way it is distinct from them not yet having started or finished a task. A button on the pending tasks menu is a possibility, though they might also want to give up part way through.
