Power Strap API #73

I'm not sure how difficult it will be to make this tech/tool agnostic

I think both tool vendors have two main power APIs. One is a simplified API that works for many designs but doesn't have a deep level of control. The other is much more verbose and explicit but lets you do complicated power routing. Hammer may want to map a custom API to the verbose tool API, or even better, offer technology-agnostic routing. I've done quite a bit of power straps in multiple tools and multiple techs, so I'm happy to discuss this in a meeting.

This should also support a set of powers/grounds and which blocks/modules need which powers/grounds. It should also add level shifters and mixed grids at the boundaries.
