Sim mem cleanup #32

Don't merge yet.

Here i'm starting to break apart drivers for various fpga-hosted simulation components, and removing the dependencies on midas-generated preprocessor macros.

The L2 cache model is similar to the memory models in this regard.

Is it going to support file format for configs?

We may want to merge #33 first before this.
