Changes

Added a management command merge_users for merging a source User into a destination User, based on whichever has cluster access.
- It currently only handles a subset of cases, but can be expanded as needed. Notably, it does not handle:
  - Two users who both have cluster access,
  - Source users who have non-compute Allocations,
  - LRC users.

How to Test

This has been manually tested on staging.
