Changes

Upgraded the Python version in the Docker development setup to 3.8.
Updated Docker images, the Docker Compose file, the script for building images, and documentation to allow the user to specify what tag to label the built images with (defaulting to latest).
- This way, a developer may build a separate set of images (e.g., when testing a different branch) without overriding their existing images.

Notes

Refer to 7314c1c for changes. Once clean_up_dev_env is merged into issue_177, other changes should not appear here.
