Changes

Added a new Docker-based development environment. Details: #578
Added a survey form that must be filled out during the allowance renewal process, starting in Allowance Year 2024 - 2025. Details: #589
- Notes:
  - Only the survey for BRC has been implemented so far. The one for LRC will be needed by September 1st.
  - Additional changes must be made to support future periods.
