Upgrade OS from RHEL 7 to Rocky 8

RHEL 7 is no longer receiving security fixes, so the underlying OS should be upgraded to Rocky 8 (like the rest of the cluster).

• [ ] Consider using Rocky 8 in the Docker environment (currently Ubuntu).
• [ ] Get new boxes for the production instances and rebuild the application there.
  • [ ] Upgrade Python.
• [ ] Take a downtime, and migrate to the new machine.
  • [ ] PostgreSQL database
  • [ ] Logs?
  • [ ] Set up back up locations, mounts, etc.
• [ ] Contact SVM, etc. to cutover to the new box.
