Can't get OSM data for (u'Ajax Place', u'Atlas Place') in Berkeley #14

Merging lanes gets into an infinite loop. Same symptom for (u'Colusa Avenue', u'Peralta Avenue')

The root cause of the issue is a loop street starting and ending at the same node. It will require more guideway validation in the future.
