ci: fix failing skyhookdm-ci #120

thrift build on CentOS 8 for Apache arrow v3.0.0 is failing. Need to tweak the `cpp/cmake_modules/ThirdPartyToolChain.make' file by referencing the same from v4.0.0 upstream repo.

Removed from this repo and moved to uccross/skyhookdm-docker. Fixed after upgrading to Arrow 4.0.0 and Ceph v16.2.
