PISCES needs to install arcpy_metadata package now #117

Abstracted out arcpy_metadata and removed the copy in the PISCES folder. We need to add the package itself to the installer (it's available on pip)

Resolved as of current development version. Ironically, arcpy_metadata imports, but PISCES doesn't in that copy.
