Unable to add tool to empty toolbar in new mxd #135

In the tutorial “Add PISCES Toolbox to Map Document”, I can’t add a tool to the empty toolbar. The instructions in the tutorial work until step 8—the tool doesn’t show up in the Commands box. Screenshared with Nick and it worked after several attempts.

Updated the sections in documentation to make it optional to create shortcuts for PISCES tools.
