When running map generation in ArcMap, replacement variables aren't replaced. When run from the command line on the same machine, all variables are correctly replaced. Tracing the code, it seems to make it to the replacement function, but fails to cache layers because it can't save a name with { } in it. This is while generating mapset 40 for CLS01 during testing. Effectively halts mapping for the most important mapsets (that have layer name templates).
