Installation is incomplete #38

Need to develop installation tools for two scenarios:

  1. Distribution of PISCES intact, with tools setup and ready to use. Should have start menu shortcuts for PISCES command prompt, documentation, and database. Should create/clear all caches and do any registrations and module installs.
  2. Clean PISCES distribution - an empty copy of PISCES for use by other teams. Similar to #1 except it should empty all nongeographic data from the database first.
