Return EO layer #81

Return updated EO layer in the Add or Modify Data tool is not working. It returns a layer but it just contains all the HUCs in the state.

Bumping to 1.7 release, reclassifying as major (I'm considering anything confusing about the mapping or editing tools to be major)

This may be a duplicate of #87, but keeping both open for now since the symptoms are different (crash vs returning all HUCs).
