At first, are you just wanting to make the NAIP imagery available for download, as it is in Casil, and we can compare using ESRI and GitHub/leaflet? However, we could also make the imagery available as a base layer, using GIS for Server as well as GeoServer as another bake-off scenario. That would add other questions as well.
