Strategy is to use the experts-cdl-users script to get users "affected" or "modified" since a given date. e.g.) node bin/experts-cdl-users.js --environment=development --cdl.affected=2 --cdl.groups=438 --userList returns a list of user names (cas ids) and exits without creating a user identifiers Fuseki graph.
While we wait on incremental, cloud, etc. We can by hand do weekly updates. This can be done originally by running the complete download every friday, and doing an rsync --delete on the GCS data. THen we can strategive on the daily modifications to this. It's an important recovery step anyways.
