Strategic Communications use case #333

Description: As a employee in Strategic Communications, I want to be able to identify experts for a specific subject area on campus who are interested in speaking to the media or have experience speaking to the media, so that I can connect reporters with them. P.S. Having a short, clear, correct list is better than a long, detailed list that requires additional analysis even if it produces more experts to contact.

Acceptance criteria:

When I do this: Search for Atmospheric Rivers and El Niño, this happens: the search returns Ian Faloona Matthew Igel John Largier Nicholas Pinter Maike Sonnewald Paul Ullrich and anyone else returned in-between these names has similar number of grants/publications.

@qjhart , I started the Strat Comm use case, in case you want to start building dev plans off it

There are Availability labels in Elements, currently only available in QA. We would need to

  1. Display them on the AE interface
  2. Decide how to allow their selection in search
