Map Subject Panel: Learn More links are missing #18

Learn More links have titles associated with them. This is included in the Trello data. It should display link so:

Oh, I was looking at wrong map, I think (chard instead of jop). Learn More links don't appear to be up yet at all in JOP map, so that needs to be fixed. Edited title to reflect this.

Hurrah! Now for styling fixes.

10px padding between links is about twice the padding it needs to be. Reduce by half. 5 is plenty.
Article titles in quotes. If you can force and double quotation marks (") within a title to appear as single ('), that would be great. Otherwise, I'll try to get people to use single quotes in the data entry part.
