There are two issues with the edit buttons in the publication and grants sections
[x] When you are logged in, the edit publications button is active, but the link doesn't seem to be working. I believe this link has been changed, and just needs to be updated to https://oapolicy.universityofcalifornia.edu/listobjects.html?as=1&am=false&cid=1
[x] Also, the Grant's section includes an edit and download buttons. These stil have the mouse-over text of publicasitons. Right now these should be removed from the view, as users can't edit their grants.
