On behalf of customer, INC0855202, we would like a report that allows a supervisor to see what equipment or other items are assigned to staff in their department as well as what equipment is unassigned.

Possibly have a public key where you don't need to be an admin to run the equipment report?

My stuff page, or perhaps new my staff page, lists everyone who reports to you. Clicking on one takes you to their version of a my stuff page (read-only).
