Associate people with Spaces as ownership/responsibility links #987

Clients are looking for a way to directly associate some people with Spaces for reporting purposes. These are people that would not otherwise have a Workstation in that space (ex: Professor/PI). These associations wouldn't require approval and would be used to find all space associated with a given person.
