Make capital cost auto-scale with user-specified electric capacity if capital cost is not specificied #46

Currently, the capital cost is a fixed value if not specified by users. It does not make sense that capital costs stay the same for the facilities with different electric capacities.

this should be done in cecdss repo (front end) and I have opened an issue there.
