make cluster layer be top layer (so it's clickable) #139

when I turn on any of these layers, County Lines, Air Districts, and Biomass Data Boundary, I cannot click on clusters

Tried, couldn't determine how to make clusters clickable when those layers were showing. Not sure where to go from here -- could use a look later.

Could it be because of how you organized the layers? Clusters are clickable when the Fire Hazard Zones layer is turned on.
