If the Fees/Holding account COA end up being the same, we can no longer rely of the fees account to filter out transactions to determine if the payment should be set to completed.
We could:
1) Check the description field. (Starts with Distribution) or isn't CyberSource...
2) In Sloth, add a Flag of some sort to indicate what kind of transaction it is. Then check that in Payments
