Made buttons functional

Description

Made upload picture button and icon functional to allow the upload of picture formats only. I have made the "Upload Photo or Avatar" button and the icon functional, allowing users to upload images (picture formats only). The form now accepts image files, and the selected image can be accessed for further use. This update resolves the issue of the previously non-functional buttons.

No existing functionality has been broken; this is an enhancement of the existing form.

Testing Instructions

To test the new upload functionality:

• Go to the "Personal Details" page.
• Click on either the icon or the "Upload Photo or Avatar" button to trigger the file input.
• Select an image (jpg, png, etc.) from your device.
• Ensure the file is accepted and logged for further processing
