Add support for Javascript score modules

Goals:

The goal of moving installed widgets into the database (optional like the asset media storage drivers) which would be friendlier to multiple web worker environments.
simplify development and testing of widgets by using one language: javascript
Sandbox user uploaded code to reduce threat of malicious code (isolate the custom code from the system)
Change server scoring so a play doesn't have to be re-scored: ie cache the score results that are created for the score screen (keeps score module updates from breaking old plays)
Allow old cached score results to be updated - just in case
Remove any settings used outside of scoring out of the code (there may be a few scorescreen options that are in there now)
avoid namespace pollution that happens with the existing php implementation.
Allow for future ability of users to upload their own widgets for their own use - much like an instructor adding a LTI to their own course vs Canvas wide.
