Simon's CSS rework

Carrying @SimonRothUCF 's original rework branch across the finish line. The original work was made on a copy of the react rewrite's base branch, issue/support-dashboard-in-react, so it's nearly impossible to merge in with divergent histories. I've copied the changes to this branch and am making some additional fixes:

• Updated google font URLs for external fonts
• Removing many extraneous, unnecessary font-family styles
• Small changes to bring the styles back in line with the main react branch

There's a small amount of remaining cleanup to do with the CSS but this is a good start. Ready for review.
