Add a section on custom component libraries #12

There isn't yet a centralized place for community members to share the component libraries that they have created. This might be a good place to organize them.

I'm actually not aware of many component libraries that have been made by the community yet, so I don't have any other resources to put here besides the official dash component libraries that we maintain.

That's great Chris thanks for the PRs :) I am sure the community built components will end up coming soon!
