Changelog:

fetch comment: get from commentable documents on date range -> get from date range. reason: new comment for old documents
on conflict: do nothing -> update data. reason: solving old truncated data problem

question that we should agree on: is this a permanent change, or a temporary one until we resolve the data quality issues in the documents table?
