(bug): Spanish legal help dialogue tree missing spanish translations or redirecting to English pages #286

Describe the bug

A number of the buttons on the legal help dialogue tree interface are missing their Spanish translations, or Spanish-language buttons are redirecting to English pages.

The following buttons are missing spanish translations:

All final landing pages in all dialogue trees (legal, health resources etc) are in English when the Spanish language option is selected. Upon clicking the Spanish language button up top, it changes to Spanish.

Expected behavior

The expected behavior should be that the page language remains in Spanish as someone clicks through the dialogue tree.
