(bug): Fix issues with lawyer button routing and rendering of renters page #291

This PR will close #285 and close #287 and close #286

Fix the find lawers button so that it redirects properly on every page while retaining the language
Update the renters page - error was caused by incorrect escape of % sign. Escape % bu --> %%
Pass the language in the legal route so that the language is retained at the final redirect

Note that there is still some English text that doesn't have a Spanish translations yet
