seed vs broadcast strategies #3

at what point (if at all) might a broadcast source (e.g., newspaper, radio station, TV station, village crier) be considered a seed? for instance, if there are competing news sources, one 'scooping' the other might affect how information is dispersed and interpreted by recipients, potentially aligning more with a seed strategy than a broadcast strategy(?)
