Bug fixes for IPACOA and King County.
Added dictionaries to the utils.py to be used for data standardization.
King County df now includes device names and measurement unit.

Since the file path issue seemed to be resolved, I'll merge this for now. We'll make a future update to productionalize the repo and address 1 and 3 then.
