83 config file serialization #89

This has been in the docket for too long because of issues I ran into with the error handling. I want to incorporate this now with the less-than-ideal error handling before going onto that process. What this includes.

restructured config file checking
small interface for parsing mime types properly (for better abstraction)
mli file for the config file code
combinators for building the config file on the fly

As far as testing, I can add more unit tests for the default config (assuming we're not changing our unit test framework).
