install test instance of whisper for audio transcription #685

Please install a test instance of: https://github.com/openai/whisper

I expect we'll need a server space, and a workflow for getting a/v files up for processing.

Can you tell me who might need access to this? Also, this thing looks like a command line utility. Is that okay for this or will we need to build an interface?
