update mail aliases JSON parsing to reflect the new JSON structure #725

Fixes #724.

This is the intial PR that will allow the mail aliases data to live update from the file motacilla:/data/web/aliases/data.json. The code needs a bit of cleanup but is currently working, as far as we can tell. We will submit a follow-up PR for cleaning up the mail aliases code after this is deployed.
