Banners For Patron Blocks and Inactive Accounts In MyAccount #119

Alert banners should display across all pages in my account if a patron has blocks or an inactive/expired account. See Bugzilla 26309. Cases where alert banners should display include:

  1. There is an automatic block.
  2. There is a manual block.
  3. The user account is inactive in Folio.

Alert banners should display on all MyAccount pages except for the Saved Searches page.
