Do not zoom to a zomm level with no map visible #286

What steps will reproduce the problem?
1. Have some map zoom levels saved, work offline
2. Zoom in/out

What is the expected output? What do you see instead?
The zoom should skip only between the zoom levels for which there are visible 
tiles. 
Right now you can end up zooming in/out aimlesly, with no indication where you 
are are or at which zoom level you are.

Which Android device are you using?
LG Optimus One (P500)

What version of Android are you running?
2.3.5

What version of the Open GPS Tracker are you running?
