Last Seen command #15

Add a !lastseen=@discorduser command to show when they were last on discord.

It might be showing last time they were online in discord rather than last time talking in a channel.

Done with 15672e5816d4c546e027326bb110f0d327fe7666 but needs to be added to command list etc.
