update menus, move forms to elements and fix css compile

Fix a majority of the menus. Still working on Sidebar and Main menu JS
Cleanup decorators so they use utility classes
Cleaned up CSS compilation so that styles.css pulled items in, in the correct order
Removed global and utilties css import from preview.js since styles.css contains all styles now
Moved Forms css to Elements versus Base since they are not considered base items
