Add lat/lon check to fac_info #22

At a minumum: Make sure coordinates are within the correct range in verify_new_fac_info here: https://github.com/uclalawcovid19behindbars/facility_data/blob/master/R/utilities.R#L152.

More rigorously: Make sure coordinates are in the right state with sf.
