ICE coalesce conflicts #46

Flagging two more group_by_coalesce conflicts from ICE facilities. They're reported separately so probably shouldn't be mapped to the same clean spelling – although if we switch to taking the sum vs. the first and we do want to aggregate them, that works too. 

Group Date: 2020-07-27, Name: ICE CHARLESTON COUNTY DETENTION CENTER, State: South Carolina, jurisdiction_scraper: immigration, Facility.ID: 1789 has multiple values that do not match for column Residents.Active. Only using first of observed value from the following unique values 2, 1

Coming from Sheriff Al Cannon Detention Center and Charleston County Detention Center

Group Date: 2021-03-14, Name: ICE MONROE COUNTY DETENTION-DORM, State: Michigan, jurisdiction_scraper: immigration, Facility.ID: 1837 has multiple values that do not match for column Residents.Active. Only using first of observed value from the following unique values 1, 0
